United States Department of Agriculture (USDA) Forest Service, Cherokee National Forest in Tennessee intends to issue a Request for Proposal (RFP) under the number 12475620R0001. The resultant contract, if any, will be a firm fixed price (FFP) contract for culvert removal and installation within the boundaries of the Ocoee Ranger District in Polk County Tennessee, in the area of National Forest Road 67 over Grays Branch. The work to be performed by the contractor consists of, but is not limited to, A 19’-0” span x 6’-4” rise x 36’-0” long aluminum arch culvert will be installed on pre-cast concrete modular footings on NFSR 67 over Grays Branch. The work will include simulation of aproximately 111 feet of Grays Branch. Other activities include excavation and disposal of existing 72” x 36’ CMP, segregation of excavated material (stream simulation, suitable, and unsuitable material), disposal of excess fill off site, placement of riprap, recontouring of existing stream bed, and roadway embankment construction. This construction project has a magnitude between $100,000 and $150,000 in accordance with FAR 36.204(e). Projects over $150,000 require a Payment and Performance Bond in accordance with FAR 28.102(a). The Government anticipates issuing this solicitation as a 100% SMALL BUSINESS SET ASIDE. The North American Industry Classification System (NAICS) Code is 237310 Highway, Street, and Bridge Construction, with a Small business size standard of $39.5M. The closing date and time for submission of offers shall be contained in the solicitation package. The entire solicitation package shall be made available on the Federal Business Opportunities Web Site (FedBizOpps) at http://beta.sam.gov/. Requests for copies of the solicitation package, or any cumulative parts thereof, by any other means shall not be honored. Potential offerors are responsible for monitoring the FedBizOpps website for the release of the solicitation package which is estimated to be posted on or about 17 April 2020. All firms wishing to submit a proposal to the solicitation described herein must be registered in the System for Award Management (SAM) database (http://beta.sam.gov/) or risk their otherwise timely proposal being considered non-responsive regardless of its completeness, timeliness or other salient considerations.
