The Ocoee Ranger District, 3171 HWY 64, Benton, TN 37307 in McMinn and Polk Counties has a requirement for Trash Collection and Solid Waste Disposal Services. This solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This requirement is issued as a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01, Effective 20 Dec 2018. This procurement is set aside 100% for small business concerns. Only offers from small business concerns will be accepted. The associated North American Industrial Classification System (NAICS) code for this procurement is 562111 (Solid Waste Collection) with a small business size standard of $38.5M. Please ensure you have or have added this NAICS in System for Award Management (SAM). SEE ATTACHED SF1449 FOR SOLICATION PARTICULARS. PLEASE PAY CLOSE ATTENTION TO THE INSTRUCTIONS IN FAR PROVISION 52.212-1 AND 52.212-2 AND ADDENDUM. NO BONDING IS REQUIRED. Late quotes will be processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawals of offers.” Site Visit – Offerors are STRONGLY ENCOURAGED to view/visit the locations before proposing due to the variability of locations involved. Period of Performance: The Base Period will begin at award and the Government anticipates a 8 month performance period. Each successive Option Year Period (if exercised) is anticipated to be a 12 month performance period and will begin immediately upon expiration of the previous performance period. Notice to Offerors: The Government intends to award a Firm Fixed Price (FFP) contract for this requirement. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.

Contractor shall furnish labor, supervision, equipment, transportation, operating supplies (including trash bags), and incidentals necessary to collect and transport solid waste from trash containers on the Cherokee National Forest, Ocoee Ranger District (Ocoee and Hiwassee River Corridor). The approximate performance for the awarded contract, will be the award date through April 30, 2020. The Government anticipates up to three (3) contracts - Base, Option Year 1 and Option year 2. Procurement will be a 100% set aside for small business concerns. Only offers from small business concerns will be accepted.
