The Watauga Ranger District 4400 Unicoi Drive, Unicoi, TN 37692 and the Unaka Ranger District 4900 Asheville Hwy SR70, Greenville, TN 37743 Located in Johnson, Sullivan, Carter, Unicoi, Washington, Greene, and Cocke, Counties, have a requirements for Road Maintenance and Equipment Rental Services. This solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This requirement is issued as a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01, Effective 20 Dec 2018. This procurement is set aside 100% for small business concerns. Only offers from small business concerns will be accepted. The associated North American Industrial Classification System (NAICS) code for this procurement is 115310 (Support Activities for Forestry) with a small business size standard of $7.5M. Please ensure you have or have added this NAICS in System for Award Management (SAM). SEE ATTACHED SF1449 FOR SOLICATION PARTICULARS. PLEASE PAY CLOSE ATTENTION TO THE INSTRUCTIONS IN FAR PROVISION 52.212-1 AND 52.212-2 AND ADDENDUM. NO BONDING IS REQUIRED. The Contractor must be actively registered with no exceptions in SAM to be awarded any resultant contract. If there are any questions, please email Gustavo Vallejo at gustavovallejo@fs.fed.us. All questions must be received by 01 April 2019, 4:00pm, Eastern Standard Time (EST). Quotes must be emailed to Gustavo Vallejo at gustavovallejo@fs.fed.us by no later than 05 April 2019, 4:00pm EST. It is the offeror’s responsibility to ensure the quote has been received by the contracting office by email confirmation. Fax quotes will not be accepted. Late quotes will be processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawals of offers.” Site Visit – Offerors are STRONGLY ENCOURAGED to view/visit the locations before proposing due to the variability of locations involved. Period of Performance: The Base Period will begin at award and the Government anticipates a 12 month performance period. Each successive Option Year Period (if exercised) is anticipated to be a 12 month performance period and will begin immediately upon expiration of the previous performance period. Notice to Offerors: The Government intends to award a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for this requirement. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
