This is a combined synopsis/solication for commerical items prepared in accordance with the format in Subpart 12.6, as supplemented wuth additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solication will not be issued. The United States Department of Agriculture (USDA) Forest Service, National Forests in Mississippi, is solicating proposals for Lake and Liming and Fertilization of Turkey Fork lake, Chickasawhay Ranger District, DeSoto National Forest. This is a performance based services acquistion, indefinite quantity contract. The contractor shall provide all the labor, equipment, supplies (except thise designated as contractor furnished) licenses, permits and incidentals necessary to perform liming and fertilization and continued water quality maintenance, 250 surface acres of Turkey Fork Lake, Chickasawhay Ranger District, De Soto National Forest in accordance with specifications and provisions of this solitication. Work consist of Liming and Fertilization to maintain water quality. The Solitication number is 12447U19Q0008 and is issued as a request for proposal that will result in a firm fix priced option year contract with a base period from the date of award through December 31, 2019 abd two (2) one year option periods. A list of the contract line items and option years is attached. Award will be made based on the best value to the government and can be made on initial offers. The following factors shall be used to evaluate offers: (1) Past Performance (2) Technical Approach with sub-factors (a) Method (b) Equipment (c) Quality Control Plan (d) Resource Protection (f) Safety Plan and (g) Experience.
