36.213-2 Presolicitation notices (a) Unless the requirement is waived by the head of the contracting activity or a designee, the contracting officer shall issue presolicitation notices on any construc... 36.213-2 Presolicitation notices (a) Unless the requirement is waived by the head of the contracting activity or a designee, the contracting officer shall issue presolicitation notices on any construction requirement when the proposed contract is expected to exceed the simplified acquisition threshold. Presolicitation notices may also be used when the proposed contract is not expected to exceed the simplified acquisition threshold. These notices shall be issued sufficiently in advance of the invitation for bids to stimulate the interest of the greatest number of prospective bidders. (b) Presolicitation notices must- (1) Describe the proposed work in sufficient detail to disclose the nature and volume of work (in terms of physical characteristics and estimated price range) (see 36.204); This project consists of site improvements to the Kneff Lake Day Use Area. The existing concrete block retaining wall will be removed. A new, tiered boulder wall will be constructed to expand the main beach area. The bottom landing on the main concrete stair will be reconstructed. A kayak boat roller system will be installed on the existing west staircase. Work includes, but is not limited to, mobilization, construction staking, SESC, cofferdams, clearing and grubbing, removal of block wall, aggregate base placement, sheet pile, miscellaneous concrete structures, landscape boulders, placing topsoil and restoration. (2) State the location of the work; Project is located in Crawford County, Michigan. Driving directions are as follows: From Grayling – Travel east on M-72 for 6.5 miles. Turn right and travel south on Stephan Bridge Road for 1 mile. Turn left and travel east on FR 4003 and drive about 1 mile. (3) Include tentative dates for issuing invitations, opening bids, and completing contract performance; This is an RFP, proposal packages will be required. This is NOT an IFB or sealed bid. Tentative dates for issuing solicitation is 12 September 2023 The period of performance is scheduled from April 3, 2024 through September 26, 2024. Once contractor commences work, work schedule shall remain continuous until project completion. Work at the site shall be conducted between Monday through Friday, during daylight hours. No on-site work shall be performed on Government holidays, Saturdays or Sundays. Exceptions to these hours of operation will be allowed only by written authorization by the Government. (4) State where plans will be available for inspection without charge; Plans and specs applicable to this procurement will be located on the solicitation attachments on sam.gov (5) Specify a date by which requests for the invitation for bids should be submitted; Tentative solicitation due date is 13 October 2023 (6) State whether award is restricted to small businesses; Yes, restricted to TOTAL SMALL BUSINESS SET ASIDE (7) Specify any amount to be charged for solicitation documents; and NO FEES or charges to download solicitation documents (8) Be publicized through the Governmentwide point of entry in accordance with 5.204.
