The government intends to award two (2) firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contracts to small business concerns. The project area is located approximately 0.3 miles south of Marlinton, WV in Pocahontas County, WV. The proposed trail system extends south and east of the town. The proposed Monday Lick Contemporary Trail System Project includes 27 miles of single-track trail. Fore more than three (3) years the Monongahela National Forest has been actively participating in the Snowshoe-Highlands Area Recreation Collaborative (SHARC) to document our trails, amenities, and recreational assets in a shared effort to become the first International Mountain Bicycling Association (IMBA) Ride Center in West Virginia. This process has been an important part of our collaborative work to enhance communities through sustainable recreation on public lands. The Snowshoe-Highlands Ride Center was designated a bronze-level award by the IMBA in 2019 and received a silver-level designation in 2020. Since that time, the collaborative has begun developing a strategic plan for achieving the gold-level designation by 2025 which is largely dependent on the creation of bike-optimized, multiple-use single track trails which are currently absent on the Marlinton-White Sulphur Ranger District. Magnitude of project is estimated as between $1,000,000 and $5,000,000, all task orders combined, over the life of the project. The project would be split into firm fixed price task orders over the course of 3 years, in sizes of 3?5 miles per task order. Solicitation is anticipated to be posted here under the same solicitation number on or around 16 June 2023. All plans, specs and pertinent documents will be accessible through SAM.gov under the same solicitation number 12445523R0027.
