This is a Pre-Solicitation notice for 12445225R0027 being Released pursuant to Federal Acquisition Regulation (FAR) part 5 The USDA Forest Service (FS) East Zone, has a requirement for an Indefinite Delivery / Indefinite Quantity (IDIQ) for civil engineering, annual road maintenance and minor construction projects on the USDA-FS Savanah River area of operations in South Carolina These Construction services are primarily annual road maintenance services and related repair work. Work Orders however may also include other minor road related construction work typically performed by road construction and excavation type contractors. The work performed may include new work, additions, alterations, or maintenance and repairs. The IDIQ will allow for services ordered by the Government as needed and required. The primary NAICS code is 237310 Highway, street and Bridge Construction. Other NAICS codes that may be applicable are 237110 Water and Sewer Line and related structure Construction and 237990 Other Civil Heavy and Civil Engineering Construction, the small business size standard is $39.5 million. Request for Proposal (RFP) for this acquisition will be released on or about 11 June 2025. This Acquisition will be a competed as a 100% Total Small Business Set-Aside. Individual Task Orders may be issued up to $250,000. Task Orders for construction over $35,000 will require Performance and Payment bonds. This Pre-Solicitation Notice does not commit the Government to contract for any supplies or services. Respondents are advised that the United States Government will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party’s expense. Please be advised that all submissions become US Government property and will not be returned. Responses to this notice are not offers and cannot be accepted by the US Government to form a binding contract.
