It is anticipated that the solicitation for this acquisition will be posted within the next two weeks and before November 10, 2023.********* Pre-solicitation Notice: El Yunque NF Land Surveying IDIQ FY 24 - FY28 12445224R0001 Date: October 2, 2023 Contracting Office: USDA Forest Service, Procurement and Property Services, E-12 1720 Peachtree Road NW, Suite 876S, Atlanta, GA 30309 Primary NAICS Code: 541370 PSC Code: C219 Proposed Solicitation Number: 12445224R0001 Pre-solicitation Notice Closing Date: October 17, 2023 Competition: 100% Total Small Business Set Aside Requirement Description: The contractor shall provide all mobilization, demobilization, materials, labor, equipment, tools, transportation, supervision, and expertise necessary, except as otherwise provided, to successfully complete surveying services “AS REQUIRED” on the El Yunque National Forest and International Institute of Tropical Forestry in accordance with attached and referenced specifications and exhibits. All work shall be performed by or under the direct supervision of a person licensed to practice surveying in the Commonwealth of Puerto Rico, in good standing with the Examining Board of Engineers and Surveyors and must meet the standards for surveying set forth by the applicable surveying laws of Puerto Rico. The Standards of Practice for Surveying in Puerto Rico as set forth in the most current Manual for Professional Practices and Guidelines for the Compensation of Professional Services, published by the College of Engineers and Land Surveyors (IA/CIAPR) shall govern, provided they are not less than the requirements set forth in these specifications and exhibits. The work may include, but is not limited to: Land Surveying Activities: Standard Tie line: Traverse line as part of a closed loop or closed link traverse used to tie in the controlling corners and evidence, found or verified in sub-item 1 and/or 2 above and tie in any other line and corner evidence both new and old. Tie line is also used as a basis to offset to and locate the final title line for evaluation and/or marking and posting. Boundary marked to standard: As per specs. a. NOTE: When billing for services do not include the cost or time for tie line in cost proposals as it was covered in sub-items (4) above. GPS Survey Grade Corner Tie: Use of survey grade GPS equipment to locate controlling corner monuments on a survey project, instead of performing a conventional survey traverse using, for example, a total station to collect data on a conventional traverse line. A least-square adjustment report will need to be produced. This means it would need redundant and repeatable measurement to support the corner location. Plat of survey: As per specifications herein (C.230-D). Report of survey: As per specifications herein (C.230-E). Property Line Maintenance: This sub-item is the repainting of existing blazes and resigning of existing line trees and evaluation of the condition of the line to determine if new tie line and marking to standard may be required. Corner Maintenance: This sub-item is usually performed in conjunction with line maintenance and consists of bringing the corner up to standard as in a newly identified and monumented corner. Right-of-way survey (road or trail): This sub-item is for the center line identification and any encroachments located in the particular R/W width indicated. It does not include tie line for the end points or any other surveying that may be necessary prior to the R/W survey. See (4) above. It does not include the platting. See (7) above. Previously Misplaced Monument: Subsequent to the disclosure of conflict in accordance with item C.205-C-1 of Division 200 – Technical Specifications, a delivery order may be issued calling for the misplaced monument to be set or driven flush with the ground. In such cases the Contractor shall tie the misplaced monument to the correct corner position prior to setting or driving the misplaced monument flush with the ground. In addition, the contractor shall remove signs and accessories to the misplaced monument. The Contractor shall also obliterate the paint and scribing from said accessories. In such cases the Contractor shall remove from the miss-located line the signs identified in C.250-B. The signs shall be turned over to the COR. A description of the misplaced monument along with the survey tie to the correct corner position shall be recorded in the corner book, noted in the Report of Survey, noted on the Corner Card and plat of survey. Property Line to be Obliterated: Subsequent to the disclosure of conflict in accordance with item C.240 of the General Specifications, a delivery order may be issued calling for the obliteration of previously miss-located boundary line. In such cases the Contractor shall remove from the miss-located line the signs identified in C.250-B. Additionally the Contractor shall either remove by scraping or painting over with black or “camo” paint the boundary paint along the miss-located line. The signs removed shall be turned over to the COR. Topographic Surveys: Conduct surveys to determine the horizontal and vertical position of existing natural features (ground elevations, bodies of water, vegetation, etc.), and constructed features (roads, trails, pipelines, utilities, levees, drainage structures, buildings, etc.) as well as the changes or contours in elevation within a specified area. Contractor shall provide technically qualified survey crews with a minimum of one (1) Licensed Field Crew Supervisor experienced in engineering surveying requirements. Performing topographic surveying of roadway prisms, trail prisms, parking lots, roads and trail’s fill slopes and fill slope failures, roads and trail’s cut slopes and cut slopes failures, trail bridges, roadway bridges, retaining walls, potable waterline and wastewater, facilities and recreational site surveys, miscellaneous utilities, as-built surveying, miscellaneous topographic surveying of special infrastructures. It’s required that the Licensed Surveyor shall Stamp/Seal their topographic survey point list file and drafting drawing (pdf) per respective task order requirements. Furnish and utilize up-to-date survey instruments and supporting equipment capable of achieving accuracy and precision. Maps, Cross-Sections, and Data Sets: Provide surveying and engineering services to produce plan drawings, topographic and contour maps, cross sectional diagrams, and data sets. Surveying Control Points: Establish control points georeferenced and tied to EYNF existing controls and/or arbitrary with accuracy reports. A least-square adjustment report will need to be produced. This means it would need redundant and repeatable measurement to support the corner location. Benchmarks: Establish secondary benchmarks, both temporary and permanent, as described by guidelines and as required to carry out field survey work. As Built: Conduct surveys to record any modification made during the construction process that deviates from the original design and to show the final product. Survey of the existing improvements. Utilities Locator (underground): Identify and marks the location of underground utilities for construction activities requiring excavation or demolition. Leveling: Provide leveling services in specific jobs as need it. Bathymetric and Hydrographic Surveys: Conduct surveys to determine the shoreline and depths of rivers, and other bodies of water within the project area. Property and Right-of-Way Surveys: Conduct surveys suitable for the determination of property lines and corners and the preparation of Legal Descriptions, Property, and Right-of-Way Maps. These surveys will be used to define project boundaries and for the acquisition of property needed for project construction. Volumetric Calculations and quantity checks: Conduct surveys that accurately quantify the volume of material removed from or placed at a location, and such as obtaining volumes of material stockpiles, also determining required fill and/or cut necessary in a determinate area. Construction/Site Inspection checks: Provide the government with inspections and reports for construction work to meet the quality standards set in place. Quality inspections will make sure the project complies with the surveying requirements listed in the contract documents. This includes regular site walkthroughs, instrument spot checks and random sampling of elevations, positions, and any other geospatial component in the project. Drafting and CAD: Prepare specific maps, plats, layouts, etc. or other digital information with field information provided. Construction Survey and Staking: Survey measurements made while construction is in process to control elevation and horizontal position of improvements. Refer to Federal Acquisition Regulation (FAR) Clause 52.236-17 - Layout of Work. Contractor shall provide technically qualified survey crews with a minimum of one (1) Licensed Field Crew Supervisor experienced in construction surveying and staking projects. Survey personnel shall be capable of performing work in a timely, precise, and accurate manner upon award of task order. Construction surveying and staking requirements may consists of: verifying and setting slope stakes, setting offset reference stakes, setting clearing and grubbing stakes, setting grade-finishing stakes, stakeout of roadway and trail’s culverts, road’s and trail’s bridges, trails and roads, retaining walls, reinforced soil slopes, borrow and waste sites, guardrails, curbs, sidewalks, gutters, turf establishment, utilities, excavation limits for structures and other miscellaneous construction survey and staking requirements. Furnish and utilize up-to-date survey instruments and supporting equipment capable of achieving the specified tolerances. Other miscellaneous work incidental to the survey profession. Project Location: All work will be located within or nearby the El Yunque National Forest boundaries and International Institute of Tropical Forestry facilities and isolated parcels located in Puerto Rico. Each Task Order will identify the specific project location. A vicinity and project location map will be provided to the contractor with each Task Order RFP. Work locations may also be at remote Forest Service sites in rural/mountain locations. Locations may be in steep, narrow, and brushy areas. Access roads and trails (averaging 2-feet or more in width) may be paved, gravel, or unsurfaced. Cell phone coverage may not be available or limited. Potable water, electricity, and sanitary facilities may not be available at majority of the sites. Period of Performance: The ordering period of the IDIQ contracts will be five (5) years from the effective date of the award or when the shared ceiling of $2 Million is reached, whichever comes first. The contract will have a base year and four (4) option years. Basis of Award: A Request for Proposal solicitation SF 1442 will be advertised to solicit proposals. The selection procedures to be used will be “Selection of Firms for Architect-Engineer Contracts” in accordance with FAR Subpart 36.6. The procedure allows offerors to submit information related technical approach, capability to perform, past performance, key personnel, quality control and price. All proposals must be complete and timely to be considered. This action will utilize the procedures of FAR Part 15 – Contracting by Negotiation. The CO will utilize the best value continuum of FAR 15.101. The tradeoff process will be used in IAW. FAR 15.101. Source selection procedures will be utilized as set forth in FAR 15.3 to select firms using the best value tradeoff method. Technical proposals will be initially evaluated with respect to five (5) major factors for determination of the competitive range. Technical factors are listed in descending order of importance. The technical proposal is worth more than the cost proposal; when technical proposals are relatively equal in technical merit, cost will increase in importance. Award may be made to other than the lowest priced Offerors or other than the highest technically rated Offerors. The United States Forest Service (USFS) also reserves the right to reject any or all proposals received and/or request clarification or modification of proposals. The USFS reserves the right to determine a competitive range for negotiation based upon the technical and cost acceptability of proposals. In addition, the USFS reserves the right to award a contract without discussions. Cost evaluation will include an analysis of the total cost and cost elements (if applicable) to perform the required work. The total costs supplied by the offeror shall be submitted on a copy of Section B – Schedule of Items in the spaces provided and shall constitute the total firm-fixed unit price for that service or deliverable. The Contracting Officer will award up to four (4) IDIQs to the responsible Offerors whose proposals the Government determines conform to the solicitation, is fair and reasonable with regard to pricing, and whose proposal offers the best overall value to the Government, considering the price and non-price factors described herein. The actual number of awards will be dependent on the proposals received and the overall benefit to the Government.
