A synopsis of contract award will be posted to this website as required by FAR 5.3 when the resulting contracts are issued. _____________________________________________________________________ The purpose of Amendment 0002 (A0002) is to make several administrative changes to the soliciation. Changes are detailed in the attached A0002. Beta.sam.gov is also being updated to reflect the due date on the SF1442. The purpose of this amendment 0001 is to replace the solicitation documents from March 5, 2021, with the solicitation documents posted on March 8, 2021. All documents with an Updated Date of March 05, 2021 are deleted. Offerors shall use the documents with an Updated Date of March 8, 2021. This is a Request for Proposal for a Multiple Award Indefinite Delivery/Indefinite Quantity Contract (IDIQ) for civil engineering construction projects at multiple locations in the southeastern portion of the United States. These construction services would primarily consist of road and other transportation related repair and construction services, however, may include other civil engineering construction work typically performed by road construction and excavation type contractors. The work performed may include new work, additions, alterations, or maintenance and repairs. The IDIQ will allow for services to be ordered by the Government as needed and required. These IDIQ contracts will require contractors to provide construction services through both the traditional design-bid-build (DBB) and design-build (DB) methods. In the traditional DBB method the Government will provide the contractor with a full design and the associated specifications, requiring the contractor to perform solely the construction services. The DB method would require the same contractor to provide both the design and construction services. In both situations the contractor will be required to provide all labor, materials, supplies, equipment, transportation. This is a 100% Total Small Business Set-Aside. The primary NAICS code is 237310 Highway, Street, and Bridge Construction. Other NAICS codes that may be applicable are 237110 Water and Sewer Line and Related Structures Construction and 237990 Other Heavy and Civil Engineering Construction. The small business size standard is $39.5 Million. Work may be located in Georgia, Tennessee, North Carolina, and South Carolina. The majority of the work will be located within the National Forest boundaries of these states. Work will primarily be on Forest System Roads or Forest Recreation Area sites or trails. Each Task Order will identify the specific project location. A vicinity and project location map will be provided to the contractor with each Task Order RFP.

The ordering period of the IDIQ contracts will be five (5) years from the effective date of award or when the shared ceiling of $40 Million is reached, whichever comes first.
