The National Forests and Grasslands in Texas has an ongoing requirement to install culverts and perform various road maintenance activities (such as grading of aggregate surfaced roads, spot surface repairs, and cleaning and reshaping of ditches) on existing Forest System Roads as is further detailed in the Solicitation/ Request for Proposals. Culvert installation projects will be primarily to replace failed or damaged culverts; however, new locations may occasionally be required. This activity is considered construction, Davis-Bacon wage rates apply, and payment/performance bonds (or alternate forms of payment protection) may be required based on the value of the awarded task order. Road maintenance is considered a service that falls under Service Contract Act wage rates. Applicable wage rates will be determined by the preponderance of work on individual task orders. The solicitation will result in award of one or more performance-based requirements contracts having a one year period of performance, plus two (2) one-year options. Submission of an offer for the base contract period constitutes an offer to perform in the option period(s), if exercised. The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The primary North American Industry Classification System (NAICS) code is 237310 and the small business size standard is $39.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small businesses may submit an offer, which will be considered by the Forest Service. All Offerors shall be registered at the System for Award Management (www.sam.gov) to be eligible for award.
