This Invitation for Bid (IFB) is issued pursuant to FAR 14 by the United States Department of Agriculture (USDA), Forest Service (FS), on behalf of the Wayne National Forest, Ironton Ranger District Office, Pedro, Ohio, 45659. Type of Contract: This is an Invitation for Bid (IFB), 12445121B0001, will result in award of a firm-fixed price contract. Award will be made to the lowest priced responsive/responsible bidder. Set Aside: The project is set-aside 100% for small business. The associated NAICS of this acquisition is 237110 Water and Sewer Line and Related Structures Construction. PSC Code Z1NE - MAINTENANCE OF WATER SUPPLY FACILITIES. Magnitude: In accordance with FAR 36.204, the magnitude of this project is: magnitude of this project is: (f) Between $1,000,000 and $5,000,000 Scope of Work: Lake Vesuvius Waterline Replacement. Provide and Install new HDPE waterline servicing the Vesuvius Recreation Area. The project includes the replacement of the current 6”, 4” and 2” watermain. The Contractor shall reference the Schedule of Items, Specifications and Drawings for a complete description of work items. Work includes, but is not limited to, the following major work items: 1. Mobilization to site. 2. Clearing and grubbing approximately 12 acres of watermain right of way including removal of approximately 70 trees ranging from 12” – 36” DBH and implementing all necessary soil erosion measures. 3. Installation of approximately 21,000 feet of 6” HDPE, 5600 feet of 4” HDPE and 1900 feet of 2” HDPE watermain. 4. Excavation of approximately 1800 cubic yards of rock for watermain installation. 5. Installation of approximately 40 gate/ball valves and boxes ranging in size from 1” – 6”. 6. Installation of approximately 25 air release valves with concrete vaults. 7. Installation of water meter and pressure reducing valve with concrete vaults. 8. Connections to existing watermains, pressure testing and water quality testing 9. Performing all site restoration. 10. Performing all system commissioning including closeout documents. Location: Project Name and Location: Vesuvius Recreation Area Watermain Replacement. Located in Elizabeth Township, Sections 12, 14 and 23 in Lawrence County, Ohio, on the Ironton Ranger District of the Wayne National Forest. From the Ironton Ranger District Office (6518 SR 93, Pedro, OH), proceed south for 0.2 miles to CR 29. Travel east for approx. 1 mile and turn left into Vesuvius Recreation Area. Proceed on FR 1955 to Oak Hill Campground. This is the "midpoint" of the approx. 5.7 mile long water main.
