14 May 2021 Uploaded Questions & Answers and Site Photos *********************************************************** 5 May 2021 Grounds maintenance services will be performed at the International Institute of Tropical Forestry, Jardin Botanico Sur, 1201 Calle Ceiba, San Juan, PR 00926-1119. The Contractor must furnish all labor, supervision, equipment, and materials necessary to provide grounds maintenance services in accordance with the requirements specified herein. The operations to be performed must include cutting grass, edging, fertilization, collection and disposal of litter and trash, vegetation cutting and removal, under brushing, grassing, sodding, sprigging, erosion control, tree and shrub pruning, tree and stump removal, irrigation, ditch cleaning, and other miscellaneous services. This solicitation is 100% set-aside for total small businesses associated with NAICS 561730, size standard $8 M. Period of Performance for the resultant contract will be one (1) year upon contract award with Four (4) option years in accordance with all terms, conditions, provisions, and specifications of the solicitation. This solicitation will result in a Firm-Fixed Price contract to a single offeror determined to be responsive and responsible. Offeror must be registered in the System for Award Management (SAM) website: https://www.sam.gov. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. The solicitation document and incorporated provisions and clauses are those in effect through the date of posting. It is the Offeror's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/content/part-52-solicitation-provisions-and-contract-clauses. MUST provide a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items with your offer. Telephonic (verbal) questions will not be addressed. Questions submitted after this date will not be accepted. Address Subject Line: IITF HQ Grounds, 12445021Q0027 HOW TO SUBMIT PROPOSAL: Due to current COVID 19 pandemic, quotes will only be accepted via e-mail. Telephone, faxed or in person/mail delivery of proposals will not be accepted. Quotes are due via e-mail no later than Wednesday, 19 May 2021 11:59 PM. It is the Offeror’s responsibility to verify quote was received. Quote received after the due date and time shall not be considered. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. FAILURE to acknowledge an amendment may result in your offer being considered unacceptable. The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the proposals and prices submitted and the availability of funds. Rejection of Unreasonable Offers: The Government may reject any quote that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions, or unreasonably high or low in cost when compared to Government estimates, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
