June 5, 2025 – Amendment 0002 to 12444825Q0010. 1) Solicitation 12444825Q0010 has been reopened for quotes. As per Amendment 0001, contractors must submit their offers in accordance with the provision instructions identified on the May 15, 2025, Amendment 0001 posting. Offers will NOT be evaluated or considered if the Contractor does not submit their offers IAW FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (SEP 2023). These requirements were posted on May 15, 2025, as Amendment 0001 and can be found below this posting. Offerors shall submit their offer to Patrick Jones, by email at patrick.jones2@usda.gov by 11:59 PM ET, June 13, 2025. It is the Offerors responsibility to confirm the Contract Specialist’s receipt of the offer. 2) FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021) adjusted below: (c) Technical (Experience, Quality & Reliability) Evaluation Quotes will be evaluated on the offeror’s capability to provide quality janitorial services and similar work experience with the level of quality and reliability, based on experience questionnaire (Attachment #03). **** End to Amendment 0002 **** May 15, 2025 - Amendment 0001 to 12444825Q0010. Offeror submissions for their quotation packages has been updated. All other terms, provisions and conditions of this solicitation remain the same. FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (SEP 2023) Addenda to provision 52.212-1: For simplified acquisitions, the word quote or quoter is substituted in provision 52.212-1 for the word offer or offeror. Offerors must have an active entity registration in the System for Award Management in order to submit an offer. https://www.sam.gov/SAM/. Offeror is to return the following as part of their quotation package: 1) Completed Schedule of Items/Bid Schedule, Section B of this solicitation. 2) Provide a minimum one-page capability statement of your janitorial abilities as well as the specific janitorial equipment available for your company to provide efficient service, as defined in FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021), (e) Equipment Evaluation. 3) Representations and Certifications - Fill in the check boxes for provisions 52.204-26, 52.204-24 and 52.212-3. 4) Completed Attachment #03, Experience Questionnaire, as defined in FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021), (c) Technical (Experience, Quality & Reliability) Evaluation. 5) Completed Attachment #04 Past and Present Performance History, as defined in FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021), (d) Past Performance Evaluation. Include in address subject line: NRS St. Paul Field Office and Annex Janitorial Services, 12444825Q0010. It is the Offerors responsibility to confirm the Contract Specialist’s receipt of the offer. Offerors may submit an alternative Schedule of Items/Bid Schedule. If submitting an alternative Schedule of Items/Bid Schedule, the Offeror shall clearly indicate how all requirements of the SOW will be met with line items as proposed and shall be Firm Fixed Price without estimated quantities. Addenda to Provision FAR 52.212-1 paragraph (f) Late submissions: Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition.
