This contract supports research on how informal property ownership affects access to HUD disaster relief grants in communities impacted by Hurricanes Helene and Milton. The work will focus on Asheville, NC; Tampa, FL; Greenville, SC, and Atlanta, GA, and surrounding counties. The research aims to assess the state of informal ownership, categorize its types, determine the required legal services and costs to formalize titles, and identify properties likely eligible for specific funding. Questions must be submitted via email by January 20, 2026. The performance location for the research services is specified as the four listed cities and their surrounding counties.
