Instead refer to 52.212-1 Instructions to Offerors and 52.212-2 Evaluation. Timber Marking and Volume Estimation on the Chequamegon-Nicolet National Forest This Sources Sought Solicitation Request will result in the issuance of a Basic Ordering Agreement (BOA) with those parties determined to be qualified to perform the services identified in Section C of the solicitation. As stipulated in Federal Acquisition Regulation (FAR) 16.703, the BOA will not be considered a contract. When a future project is identified, a more project-specific Request For Quotes (RFQ) will be issued to all parties identified under the established Basic Ordering Agreement. The BOA will be incorporated by reference into future contracts, with the same force and affect as if included in full text. Terms such as "contract" and "contractor" are used here to be applicable when this BOA is incorporated into those future contracts. Any one or a combination of the described types of harvests, cruising systems, layout, and remarking may be included in future projects. Site specific prescriptions providing further detail will also be provided for those projects. Specific methodology and standards for the Technical Requirements to accomplish these projects are included in the attached documents. Those parties who are available and interested in a specific project may submit quotes, at that time, including prices and other pertinent information. Bids will be evaluated by price, past performance and other factors and awarded based on best value to the Government. Location: Project areas will be on the Chequamegon-Nicolet National Forest and may be located on the Lakewood/Laona, Eagle River/Florence, Medford/Park Falls, Great Divide, and Washburn Ranger Districts. These Districts are located in the Wisconsin Counties of: Bayfield, Ashland, Price, Oneida, Forest, Taylor, Sawyer, Vilas, Florence, Langlade, and Oconto. Responses shall be emailed to Shad Stoddard at shad.stoddard@usda.gov no later than 5:00 PM CT on February 15, 2021. Technical questions shall be submitted in writing at the above email address no later than 5:00 PM CT on February 1, 2021.
