FAR Part 13, Simplified Acquisitions Procedures, will be used. A contractor may be eliminated from consideration without further exchanges if technical and/or pricing proposals are not among those Offerors considered most advantageous to the Government. This solicitation is 100% set-aside for total small businesses associated with NAICS 561730, size standard $8.5M. Period of Performance for the resultant contract will be base year with 4 option years upon contract award in accordance with all terms, conditions, provisions, and specifications of the solicitation. This solicitation will result in a Firm-Fixed Price contract to a single offeror determined to be responsive and responsible. Offeror must be registered in the System for Award Management (SAM) website: https://sam.gov. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. The solicitation document and incorporated provisions and clauses are those in effect through the date of posting. It is the Offeror's responsibility to be familiar with applicable clauses and provisions. MUST provide a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items with your offer. The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the offers and prices submitted and the availability of funds. Rejection of Unreasonable Offers: The Government may reject any offer that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions, or unreasonably high or low in cost when compared to Government estimates, such that the offer is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
