We have vaults in 20 different locations that require pumping ... 1.0 Scope of Work This contract is to pump vault toilets on both the Marienville and Bradford districts of the Allegheny National Forest. We have vaults in 20 different locations that require pumping as needed. Most vaults require pumping two times each year around Memorial Day and Labor Day. Forest Service staff will monitor vaults and call for pumping as required. 2.0 Background The Allegheny National Forest does not have the proper equipment (Pump truck) to pump/haul waste, nor do we have a large enough lagoon to release the waste. The previous contract expired in September of 2021. We pumped all our vaults before the contract ended, but many will need pumped again by Memorial Day of 2022. We hope to have the contract in place by March. Contractor Requirements 3.0 Technical Requirements / Tasks Contractor is required to pump waste from specified vault toilets when requested. Contractor is responsible for removing any trash or debris that is inside of the holding tank. Contractor shall furnish, on a call when needed basis, toilet pumping services which includes all equipment, supervision, transportation, labor, operating supplies, and incidentals necessary to pump, wash down, recharge, cleanup, disinfect, and dispose of all waste products removed from the toilets, in accordance with the following contract specifications and in accordance with State and Federal regulations. The number of days and exact dates on which services will be required cannot be predetermined. The contract period of performance for this project will begin on March 1, 2022 and conclude on February 28, 2027. Contractor is also responsible for the transportation and disposal of waste off Forest Service lands. After pumping is complete, contractor must notify COR via text or email within 48 hours. Forest Service will often request most/all vaults be pumped around the same time (Memorial & Labor Day), but some vaults will need pumped throughout the season as well. Twin Lakes and Kinzua Beach see heavy use from the public and will require much more frequent pumping.
