This is a combined synopsis/solicitation for the Bolar Mountain Wastewater Treatment Plant Licensed Operator Services at the Bolar Mountain Recreation Area on the James River/Warm Springs Ranger District on the George Washington & Jefferson National Forests in Warm Springs, VA (Bath County). The combined synopsis/solicitation is prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and Solicitation No. 12443923Q0023 is attached to this notice with attachments. If interested, please refer to (viii) 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (MAR 2023) (Provision), Pages 15-16 for instructions on preparing and submitting quotes for this project. The US Forest Service is seeking to contract a qualified licensed (Master Operator) wastewater treatment system operator to provide the startup, operation, monitoring, testing and shutdown of the Bolar Mountain Wastewater Treatment System in accordance with the requirements of the Commonwealth of Virginia’s Department of Environmental Quality VPDES Permit Number VA0032123. There is a Base Period from Date of Award to October 31, 2023 and Two Option Periods, if exercised as follows: Option Year One (11/01/2023 to 10/31/2024) and Option Year Two (11/01/2024 to 10/31/2025). Contractor must complete the Work in accordance with the Contract Documents and provide all labor, supplies, services, incidentals, supervision, safety, transportation, sampling, testing, records, and licenses, necessary to perform the safe and proper operation and maintenance of the wastewater system in accordance with all ordinances, codes, standards, and regulations of the local, state, and federal authorities having jurisdiction throughout the Period of Performance. Contractors are expected to satisfy themselves regarding all conditions that may affect the work required or the cost of contract performance.
