SCOPE OF CONTRACT The Forest Road 10 – 10.4 Culvert Replacement Contract work shall include, but is not limited to, excavation, removal of existing culvert, layout, furnishing, fabricating, preparing, assembling, and erecting the new precast culvert, associated backfill and embankment construction, guardrail installation, and associated road and site work. The Contractor shall furnish the necessary personnel, material, equipment, services, and facilities (except as otherwise specified), to perform the Work in accordance with the Specifications referenced below. PROJECT LOCATION FR10-10.4 culvert is located in the Green Mountain National Forest in Mt. Tabor, VT, 05739 in Rutland County. MAGNITUDE OF CONSTRUCTION PROJECT Per FAR Subpart 36.204, the anticipated price range of this project is between $250,000 and $500,000. TECHNICAL SPECIFICATIONS The U.S. Department of Transportation, Federal Highway Administration, Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-14, and its revisions are included by reference only (see Attachment 3). Also applicable, but not listed, is any other section or subsection of the included Specification(s) or any specific standard or specification referenced therein. The requirements contained in these specifications are hereby made a part of this Solicitation for Bid and any resulting contract. Standard Specifications (FP-14) can be downloaded directly at the following website free of charge: https://highways.dot.gov/federal-lands/specs. Please note, it is the responsibility of the Contractor to verify they are using the current version. In addition to the specifications reference above, the Forest Service Supplemental Specifications (FSSS) are revisions to the Standard Specifications (FP-14) that incorporate changes and/or additions that are specific requirements unique to this particular project (see Attachment 3). In addition, see Attachment 2 for Culvert Replacement Plans. The applicable Wage Determination is VT20230055 (see Attachment 5). KEY DATES Tentative date for issuing the Invitation for Bid is 05/05/2023. Tentative date for opening bids is 05/23/2023. Project must be completed by 10/31/2024. The solicitation and all supporting documents will be posted on this website (SAM.gov) free of charge.
