Amendment (02/12/2020) The purpose of this amendment is to extend the solicitation period and to include a revised schedule of items and revisions to the statment of work. USDA Forest Service El Yunque National Forest Synopsis for La Mina and Big Tree Recreation Trail and Bridge Design Services The USDA Forest Service Southern Region El Yunque National Forest (Puerto Rico) intends to solicit proposals for the award of a design contract. The work to be performed shall consist of the contractor furnishing all labor, materials, equipment, tools, transportation, supervision, facilities, and supplies. This procurement is 100% set-aside for small businesses. The project will consist of the design and development of contract documents, ready for advertisement to include: drawings, specifications, Schedule of Items, and independent cost estimates, for the reconstruction of the Big Tree Trail and the La Mina Trail and associated trail bridges. All final 100% plan-set drawings shall be stamped by Professional Engineer licensed in Puerto Rico. Upon final approval of the Complete Stamped and Signed Construction Documents, the site shall be constructed as designed and specified, according to all applicable law and requirements. The North American Industry Classification System (NAICS) codes associated with this requirement is 541330 Engineering Services. The estimated construction cost is between $900,000.00 and $1,300,000.00. The period of performance is 110 days. All vendors must be registered in sam.gov to be considered for award. The estimate for issuance of the solicitation is on or about 6th January 2020. A copy of the solicitation, scope of work and any amendments will be available for downloading from the internet in the future. Site Showing Site showing will be limited to 40 people due to parking, logistics, safety and site limitations. A reservation system will be used to have interested vendors reserve their spots. Reservation information will be pulled up on time to determine if another site showing dates are warranted. A shuttle system would be implemented, to shuttle contractors from Big Tree parking back to their vehicles parked at Palo Colorado. We will rent van(s) amount TBD based on reservation responses. Here is the tentative site showing information for the pre-solicitation announcement: There will be a non-mandatory site showing all times in AST. Site showing will be limited to 40 people per day. First site showing, January 8th @ 0800 Second site showing, January 9th @ 0800 More dates as needed. Notes: 1) Interest parties should meet at the Palo Colorado Recreation Site parking lot. Location is on PR-191 km 11.7-11.8. Meeting site coordinates are 18.302101, -65.785448. 2) All participants of the non-mandatory site showing shall bring their own personal protective equipment (PPE), including but not limited to: hard hat, high-visibility vest, and appropriate hiking/work safety shoes for walking on uneven, wet and slippery surfaces.
