The Chattahoochee-Oconee National Forest has a stewardship project to complete approximately 1.5 miles of new trail construction on the Jake and Bull Trail System near Dahlonega, GA. The contractor is to provide layout, design, survey, any required permits, and construction for non-motorized pack-and-saddle trails that are low maintenance and sustainable. The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The primary North American Industry Classification System (NAICS) code is 237310 and the small business size standard is $36.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small businesses may submit an offer which will be considered by the Forest Service. All Offerors shall be registered at the System for Award Management (www.sam.gov) to be eligible for award. The statement of magnitude for this project is between $25,000 and $50,000. Payment bond will be required (if award over $35,000). The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. All questions pertaining to this solicitation shall be submitted in writing to Jay Tobin at jtobin@fs.fed.us. Responses will not be provided to telephone messages. The anticipated date for issuance of the solicitation is April 26, 2019. The actual due date for proposals will be identified on the solicitation. The Government is planning a pre-bid/pre-proposal conference at 10:00AM on Wednesday May 1, 2019, which will commence at the Bull Mountain Parking Area (BMPA). To locate from Dahlonega, travel west on GA Hwy 52 for 8.6 miles. Turn right onto Nimblewill Church Rd and travel 2.3 miles to FSR 28-1. Turn right, following signs to BMPA. In 0.4 miles turn right onto FSR 83 (Bull Mountain Rd) and travel for another 1.5 miles to parking area. THE SOLICITATION PACKAGE HAS BEEN POSTED. A list of attendees at the pre-bid site visit is attached. The following questions were asked, the Governments answers follow: Q - Are these trout streams? A - Yes, Jones Creek and Moss Creek are trout streams. Q - Design/build for horses or bicycles? A - Horses Q - Where standards differ (Forest Service vs. Lumpkin county permit) which prevail? A - The higher/more stringent standard shall prevail. Q - What about closing trails? A - Section is a secondary road; no closure will be needed. Q - When will reroute be flagged? A - Flagging will be completed week of 5/6/19. This constitutes amendment 001 to the solicitation. An SF-30 will not be issued. There is no change in the response due date. A NEW MAP HAS BEEN POSTED It includes 40-ft contour lines. This constitues amendment 002 to the solicitation. An SF-30 will not be issued. There is no change in the response due date.
