The Chattahoochee-Oconee National Forest is soliciting for manual forestry services to include vegetation treatments using hand tools and/or mechanical felling in response to southern pine beetle outbreak throughout the Chattahoochee. The Contractor shall furnish all labor, equipment, tools, transportation, supervision, expertise and other incidentals necessary, except as otherwise provided, to perform all work necessary to conduct the work in accordance with the attached and referenced specifications. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only notice. A written solicitation document will not be issued. This requirement is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01, Effective 20 Dec 2018. This procurement is set aside 100% for small business concerns. Only offers from small business concerns will be accepted. The associated North American Industrial Classification System (NAICS) code for this procurement is 113310 (Logging) with a small business size standard of 500 Employees. Ensure you have or have added this NAICS in System for Award Management (SAM). SEE ATTACHED SF1449 FOR SOLICATION PARTICULARS. PLEASE PAY CLOSE ATTENTION TO THE INSTRUCTIONS IN FAR PROVISION 52.212-1 AND 52.212-2 AND ADDENDUM The Contractor must be actively registered with no exceptions in SAM to be awarded any resultant contract. If there are any questions, please email Paula Reinhard at paula.reinhard@usda.gov. All questions must be received by 03 May 2019, 11:00am, Central Standard Time (CST). Quotes must be emailed to Paula Reinhard at paula.reinhard@usda.gov by no later than 13 May 2019, 2:00pm CST. It is the offeror's responsibility to ensure the quote has been received by the contracting office by email confirmation. Fax quotes will not be accepted. Late quotes will be processed in accordance with FAR 52.212-1(f) "Late submission, modifications, revisions, and withdrawals of offers." Period of Performance: The effective period of performance of this contract is from date of award through 12 months, with two (2) one year option periods for a total of two (2) years, if all options are exercised. Submission of an offer for the basic contract period constitutes an offer to perform in the Option Period, if exercised. Notice to Offerors: The Government intends to award a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) requirements contract for this solicitation. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
