Unites States Department of Agriculture (USDA) Forest Service, National Forests in Alabama intends to issue a Request for Proposal (RFP) under the number F12414619R0002. The resultant contract, if any, will be a firm fixed price (FFP) contract for road resurfacing within the boundaries of the National Forests in Alabama, specifically the Shoal Creek Ranger District, 45 Highway 281 Heflin, AL 36264. The work to be performed by the contractor consists of, but is not limited to, resurfacing approximately 1.00 miles of the total 5 miles of NFSR 553 (with associated subgrade repair). This construction project has a magnitude between $500,000 and $1,000,000 in accordance with FAR 36.204(e). Projects over $150,000 require a Payment and Performance Bond in accordance with FAR 28.102(a). The Governnent anticipates issuing this solication as a 100% HUBZone BUSINESS SET ASIDE. The North American Industry Classification System (NAICS) Code is 237310 Highway, Street, and Bridge Construction, with a Small business size standard of $36.5M. The closing date and time for submission of offers shall be contained in the solicitation package. The entire solicitation package shall be made available on the Federal Business Opportunities Web Site (FedBizOpps) at http://www.fbo.gov/. Requests for copies of the solicitation package, or any cumulative parts thereof, by any other means shall not be honored. Potential offerors are responsible for monitoring the FedBizOpps website for the release of the solicitation package which is estimated to be posted on or about 05 July 2019. All firms wishing to submit a proposal to the solicitation described herein must be registered in the System for Award Management (SAM) database (http://www.sam.gov) or risk their otherwise timely proposal being considered non-responsive regardless of its completeness, timeliness or other salient considerations. The Government will not pay for any information submitted in response to this announcement. The solicitation subsequent to this announcement may be cancelled at any time without warning.
