PRE-SOLICITATION NOTICE - 1240LU25B0001 GAOA Rexford Sewer & Water System Replacement This announcement constitutes a Pre-Solicitation Notice/Synopsis in accordance with FAR Subpart 5.2. The Government intends to issue a formal solicitation via a Invitation for Bid (IFB) in accordance with FAR 14, following this announcement, on or about 15 calendar days from the publication of this announcement. The solicitation and if applicable, any amendments, shall be posted on SAM.gov. Responses will be due on or about 30 calendar days after the solicitation is posted, unless extended through an amendment. There will be a question and answer period. A Site Visit will be scheduled at a date TBD. The location for the site visit is as follows: The project is located approximately 5 miles west from Eureka Montana, as a crow flies, on highway 37. From Eureka Mt, travel north on Dewey Avenue (US Highway 93) to the intersection with MT-37. Turn west and travel 5.4 miles on MT-37 to the intersection with Gateway Street. Turn north onto Gateway Street and travel about 500 feet and Rexford Bench will be on your right. The Site Visit POC is Morgan Sandall, morgan.sandall@usda.gov. It is highly recommended that all interested parties should attend the site visit to gain a better understanding of the project requirements. Interested offerors must be active in SAM.gov at the date and time proposals are due to be eligible for award. Proposals submitted by contractors without an active record in SAM.gov will not be considered. The U.S. Forest Service is soliciting offers for a single award, Firm-Fixed Price contract type with an estimated magnitude for the base and additive alternate option items between $1,000,000 and $5,000,000. The Government anticipates awarding a single contract for the GAOA Rexford Sewer & Water System Replacement project. Scope of Work. Base – Install water and sewer improvements at the Rexford Bench Campground. This project will include installing sewer lift stations, gravity system, sewer piping, installing and repairing water distribution lines, coordination with the local electric coop for power service, clearing and grubbing, erosion control, earth work, grading, repaving asphalt, directional drilling, and all miscellaneous needs associated with water and septic system installation and the ensuing dress-up. Option #1 – Install an RV dump station which include, grubbing, demolition, remove gravity sewer, sewer lines and accoutrements, signage, electrical service, disturbance reclamation, lighting, Option #2 – Water supply improvements which include flowmeters, electrical service, water sampling station, vault boring and appurtenance, etc. This is a total small businesses set-aside This notice does not commit the Government to contract for any supply or service. Respondents are advised that the United States (U.S.) Government will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. Please be advised that all submissions become Government property and will not be returned. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. No further information will be available until the solicitation is posted.

SMALL BUSINESS RESERVE PROCUREMENT This is a Small Business Reserve Procurement for which the award will be limited to certified small business vendors. Only businesses that meet the statutory requirements set forth in State Finance and Procurement Article, §§14-501—14-505, Annotated Code of Maryland, and that are certified by the Governor’s Office of Small, Minority & Women Business Affairs (GOSBA) Small Business Reserve Program are eligible for award of a contract. Before awarding a contract under a procurement designated as a small business reserve procurement, the Procurement Officer shall verify that the apparent awardee is certified by the GOSBA as a small business through eMMA. However, if small businesses do not show interest in this solicitation, the Procurement Officer has the right to remove the SBR designation via an Amendment on eMMA.
