Pre-solicitation Notice No. 1240LU21R0003 The is a Pre-Solicitation Notice. A Solicitation for this project, with the same number 1240LU21R0003, will be posted on Sam.gov Contracting Opportunities on or after July 2, 2021. Project Description: The Missoula Aerial Fire Depot dispatches smokejumper, aerial fire retardant tanker, and other firefighting assets regionally. This project executes tarmac and apron maintenance and repair on the depot’s airfield operations area adjacent and connected to the Missoula Montana Airport. Maintenance and repair include, but are not limited to, asphalt crack sealing, concrete edge and joint sealing, asphalt seal coat, metal stormwater drain restoration, pavement marking that meets current FAA and USFS standards for layout and composition, and limited partial and full-depth repair of asphalt at locations exhibiting distress. This project will be completed in two phases. Project Performance Dates This project will have two periods of performance and associated notices to proceed. Crack Sealing, Period of Performance: Crack sealing will be performed in the Fall of 2021. The contractor shall schedule a 5 day, weekday period of performance between 6 September and 29 October, during a time that does not conflict with air base operations and meets the temperature and dryness requirements of the specifications. This period of performance is separate from, and in addition to, the 14 day period of performance noted on the drawings. The contract requirements for notice, apron closure, badging, training, etc apply. Schedule a planned start date with the Government (weather pending) at least one month in advance. If crack sealing covers more than 1 foot of existing airfield striping, provide temporary re-striping as outlined in the specifications. All Other Work, Period of Performance: The 14 day period of performance noted in the drawings shall begin on approximately 13 June 2022. Once begun, work shall proceed expeditiously to its completion. Weather delays, if granted, shall immediately follow on the 2 week period in order to minimize the amount of time the apron is unavailable for operations. Other minor work, such as striping, shall follow the timelines set out in the contract, including striping wait times. It is the contractor’s responsibility to re-establish apron closure devices for each phase of work (e.g. final epoxy striping after the required wait period Project Location The project is located in Missoula, Montana, adjacent to Missoula Montana Airport near Interstate-90. Project Magnitude Government Cost Estimate, per FAR 36.204, is between $250,000 and $500,000.
