This is a pre-solicitation notice being released pursuant to Federal Acquisition Regulation (FAR) Part 5. The USDA Forest Service (FS), Intermountain Zone, has an anticipated requirement to provide materials, labor, equipment, and expertise to reduce the deferred maintenance at three important and very high use recreation sites near Ward, Colorado. The reduction of deferred maintenance will be accomplished by renovating one (1) trailhead and two (2) picnic grounds, which may include replacing two (2) vault toilet structures, two (2) asphalt parking areas, concrete walkways, and associated sitework to improve accessibility to these recreation facilities. The Brainard Lake Recreation Area is located approximately 23 miles north-west of Denver, Colorado or approximately 2 miles west of the town of Ward, Colorado. Directions to Brainard Lake Recreation Area from Boulder: Drive approximately 10 miles north of Boulder and then turn west onto Lefthand Canyon Drive. Drive west approximately 17 miles to the town of Ward. Turn north onto Highway 72 for approximately 100 yards and then turn west onto Brainard Lake Road and travel approximately 3 miles to the project sites. i. Red Rock Lake Picnic Ground is approximately 0.25 miles west of the main Brainard Lake Recreation Area entrance gate and fee station on NFSR 112.0. Coordinates: 40° 4'58.43"N, 105°32'27.87"W ii. Niwot Trailhead is approximately 2 miles west of Red Rock Lake Picnic Ground on NFSR 112.0. Coordinates: 40° 4'35.31"N, 105°34'38.38"W iii. Arickaree Picnic Ground is approximately 0.3 miles north of Niwot Trailhead on NFSR 112.0. Coordinates: 40° 4'44.84"N, 105°34'36.48"W This procurement will be solicited using North American Industry Classification System (NAICS) 236220—Commercial and Institutional Building Construction, with a small business size standard of $39.5M. A Request for Proposal Solicitation for this acquisition will be released on or about July 7, 2023 and will close on or about August 7, 2023. It is anticipated that the contract will begin on or about August 15, 2023. This acquisition will be competed as a 100% Total Small Business Set Aside. Construction Magnitude is between $500,000 and $1,000,000. This Pre-solicitation Notice seeks to provide information to interested parties about potential opportunity to construct new work, additions, alterations, or maintenance and repairs for road and other transportation related repair and construction services. This Pre-solicitation Notice does not commit the Government to contract for any supply or service. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. Please be advised that all submissions become Government property and will not be returned. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract.
