This soliciation has been amended to include the pre-bid meeting Q & A attachment 4. The due date has been extended until Tuesday, June 28 @ 3:00 p.m. MST. There is also clarification on the description of Phase 1: PHASE I – Project Planning (work plan, health and safety plan). Pre-Bid Site visit is now complete. • Contractor to review: Preliminary Site Characterization Report for the Burke Martin Mine prepared by Colorado Mountain College (2011) (42 pages). • Contractor shall submit a draft, detailed workplan based on background information provided by the OSC/COR. This workplan shall, at a minimum, include detailed project scope and a detailed project schedule (including milestones consistent with the Schedule of Deliverables). This draft workplan shall be submitted to the USFS for review and approval prior to site visit. • Contractor shall submit a Health and Safety Plan for FS review prior to site visit. • Contractor shall conduct one or more site visit(s) with USFS representatives to gain first-hand knowledge of site conditions. • All project planning (including workplan completion and approval) shall be completed with cost not-to-exceed (NTE) 20% of the total project budget. If at any time the contractor determines that this Phase is anticipated to cost more than this NTE amount, the contractor shall immediately notify the CO & COR in writing (with a detailed cost estimate for the anticipated additional cost and attendant justification/explanation). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: offers are being requested and a written solicitation will not be issued.
