This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation is for rental and servicing of portable toilets and hand-washing stations for the Gunnison Ranger District on the GMUG National Forests. This is a request for quote (RFQ) No. 1240LQ21Q0049.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05, effective as of March 10, 2021. The selection process will consist of a Best Value source selection based on past performance, technical capability and identified bio-based products, and price. Under a Best Value source selection, non-price evaluation factors, when combined are equal to price. However, the Contracting Officer will not select an offeror for award on the basis of a superior capability without consideration of the amount of the price. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The Government will consider technical, past performance and price. Quoter shall supply any other material that will provide the Government with product information to evaluate their quote. The Government will consider all quotes received until the time of contract award. This contract is open to multiple awards if it is in the best interest of the Government. This procurement is a 100% Small Business Set Aside. Quotes are due by the date and time shown in Block 8 of the 1449. All quotes shall be emailed to Molly Donoghue at molly.donoghue@usda.gov.
