This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This is a Request for Quotation and the number is 1240LP22Q0090. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-6. (iv) This procurement is set aside for 100% Total Small Business. The NAICS code is 561730-Landscaping Services and the size standard is $8m. (v) Line Item 0001 – Qty: 184, Unit: Acre; Optional Line Item 0002 – Qty: Estimate only 50 acres, Unit: Acre (vi) Noxious Weed Treatment (vii) Period of Performance: August 1, 2022- September 30, 2022; Location: Pine Ridge National Forest and Oglala National Grasslands (see attached maps) (viii) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the provision. (ix) Basis of Award. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1)Technical Capability – Experience and Past Performance Questionnaire demonstrates offeror has skills and experience to perform the work. 2) Price – Price analysis will be used to evaluate quotes, which includes a comparison of quotes received in response to the solicitation, a comparison of quotes to the Government’s Independent Cost Estimate (IGCE), as well as price realism and price reasonableness. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. (xi) Clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the clause.
