THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a complete package is attached for offerors to return. PROVISIONS AND CLAUSES: The following provisions and clauses are hereby incorporated into this RFQ by reference; (full text of the clauses may be accessed electronically at www.arnet.gov/far/): FAR 52.212-1, Instructions to Offerors-Commercial Items (SEP 2021) and FAR 52.212-4, Contract Terms and Conditions-Commercial Items (NOV 2021). The following provisions and clauses are hereby incorporated into this RFQ in full text: FAR 52.212-2, Evaluation- Commercial Items (NOV 2021), FAR 52.212-3, Offerors Representations and Certifications-Commercial Items (NOV 2021) and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (JAN 2022). The project is 100% set aside for Small Business concerns. The NAICS code associated with this acquisition is 115310 and the small business size standard for the code is $8 million average receipts over the past three years. DESCRIPTION: The Contractor shall manage all aspects of the Beaver Creek Seed Orchard with the primary emphasis being the care, maintenance, as needed watering, fertilizing, cone pesticide spraying, and weeding of the planted Western Red Cedar and Douglas Fir trees. Other duties include, but are not limited to: ability to work with minimal supervision; maintenance, operation, and repair of the existing drip irrigation system; seedling measurement exams; vegetation management using herbicides and manual techniques; grafting and graft maintenance; topping selected cedar trees for cone production; pruning; slash disposal; performing work needed in the all of the tree blocks; mowing; maintenance of the buildings, big game fence, toilets, and water systems; other minor repairs and maintenance; coordination with other agencies, public and private; ability to work a flexible schedule. This effort may require the Contractor to be on the site up to seven (7) days a week to care for the seed orchard. The Contractor must have a commercial pesticide operator and applicators license from the State of Oregon. The Orchard is a 65-acre facility and includes 13 different blocks of seedlings/trees, ranging in age from 2 years to 35 years. An office/warehouse and 3 other buildings on the site need varying degrees of maintenance. The anticipated contract period: February 2022 (date tbd) through January 31, 2023, with two (2) option years. A Site Visit is Required.
