This is a Combined Synopsis/Solicitation for Janitorial Services for the Umpqua National Forest, Tiller Ranger District, Tiller, Oregon. The combined synopsis/solicitation for commercial items is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is 1240BK25Q0024 and is issued as a Request for Quotation (RFQ) to establish a Firm Fixed Price service contract. The combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03, effective January 17, 2025. This procurement is a Total Small Business Set-Aside. In accordance with FAR Clause 52.219-6, Notice of Total Small Business Set-Aside (which applies to this combined synopsis/solicitation), offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. The associated North American Industrial Classification System (NAICS) code for this procurement is 561720 Janitorial Services. The NAICS Code was identified through a review of the U.S. Census Bureau’s website where Janitorial Services was listed as a corresponding index category. The small business size standard is $22 million. Description of Requirement: The Contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items and non-personal services necessary to provide janitorial services as described in the Performance Work Statement (PWS). Place of Performance: The work shall be performed at Umpqua National Forest, Tiller Ranger District, 27812 Tiller-Trail Hwy, Tiller, Oregon 97484 Period of Performance (POP): The period of performance shall be for 1 Base Period of 12-months and 4 Option Periods of 12-months each. Base Year: Date of Award – April 30, 2026 Option Period 1 May 1, 2026 – April 30, 2027 Option Period 2 May 1, 2027 – April 30, 2028 Option Period 3 May 1, 2028 - April 30, 2029 Option Period 4 May 1, 2029 - April 30, 2030 An in-person site visit is highly recommended.
