This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number is 1240BK24Q0011 and is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), Part 13.5. The NAICS code is 811198. The small business size standard is $10 Million. This acquisition is a total small business set-aside. This solicitation is for a firm fixed price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAR FAC 2024-05 May 22, 2024. DESCRIPTION/STATEMENT OF WORK Scope of Contract. The USDA Forest Service, Fremont-Winema Fleet Management, requires supply and install of three (3) Fire Command Vehicle RLS Packages; Offloading capabilities required. Transport to and from Corvallis Oregon, Freight is optional. Delivery Location: USDA Forest Service, Fleet Management, 1850 NE Four Acre Place, Corvallis, OR 97330, located in Southern Oregon. Delivery Schedule: Offloading capabilities required; freight is optional. Delivery shall be made to USDA Forest Service, Fleet Management, 1850 NE Four Acre Place, Corvallis, OR 97330, on regular working days, Monday through Friday, between 8:00 a.m. and 3:30 p.m. The Contractor shall notify the Fleet Manager, Ann Rogers 48 hours in advance of pick-up and delivery at 541-225-6442. Delivery shall be at the same time for all items unless there are delays in production due to scheduling or material acquisition. The Contractor shall coordinate with the Fleet manager if it is necessary to make multiple deliveries. Delivery Quantities: Item 1. Vehicle # 4825, 2024 Ford F250, Crew Cab with 6ft Bed; Supply and Install Fire Command Vehicle RLS Package. Item 2. Vehicle #4858, 2024 Ford F250, Crew Cab with 6ft Bed; Supply and Install Fire Command Vehicle RLS Package. Item 3. Vehicle #4862, 2024 Ford F250, Crew Cab with 6ft Bed; Supply and Install Fire Command Vehicle RLS Package. *Option Items 1. Freight, pick-up and delivery with offloading capabilities, Corvallis Oregon 97330. Packing and Packaging Commercial: Material shall be packed for shipment in such a manner that will insure acceptance by common carrier and safe delivery at destination. Containers and closures shall comply with the Interstate Commerce Commission and Regulations, Uniform Freight Classification Rules, or Regulations of other carriers as applicable to the mode of transportation. CONTRACT ADMINISTRATION DATA Invoice Processing Platform (IPP). The Forest Service is utilizing IPP for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. IPP is a secure Web-based service for federal agencies and their vendors to manage government invoicing from purchase order through payment notification at no charge. In order to be eligible to submit a quotation under this solicitation, quoters must have an active registration in the System for Award Management via www.sam.gov. Evaluation of Quotations. One award will be made. Award will be made to the Quoter whose quote, as determined by the Contracting Officer, provides the best value to the Government considering, but not limited to, such factors as Technical Capability to meet specifications for RLS Packages as stated herein, Geographic Location and Proximity to Delivery Location, ability to meet Delivery on or before 01/15/2025, price, and past performance. Scope: The purpose of this solicitation is to secure services for conifer tree climbing and conifer cone collection. The contractor shall furnish labor, equipment, supervision, transportation, operating supplies, and incidentals in compliance with the contract's terms, specifications, and provisions. Work location: Fremont Winema & Deschutes National Forests Tree locations, access and specific information regarding specific collection needs will be specified on each task order. Maps of project locations listing tree locations will be provided to the contractor during the administration of the contract at the request of the contractor. The typical work window for cone collection is very short. It there is viable cones to collect, the work window for cone collection may only be approximately 2 weeks long per year. North American Industrial Classification System (NAICS) code 113210 (Forest Nurseries and Gathering of Forest Products) is applicable to this solicitation. The size standard for NAICS 113210 is $20.5 million. The Government is only accepting quotations from vendors who are considered a small business under NAICS 113210. See U. S. Small Business Administration Table of Small Business Size Standards for more information. This contract is subject to the Migrant and Seasonal Agricultural Workers Protection Act (MSPA). Contractors must be licensed as a Farm/Forest Labor Contractor with the DOL and Oregon (BOIL) before any IDIQ contract award.
