This contract action specifically provides a method of payment to the Military Oregon Department for the FS share of the facility Operating and Maintenance (O&M) cost. As the owner of the site and largest shareholder in the building, Military Oregon Department will receive all bills. It is not possible to have bills sent separately to the individual tenants. This is a fixed price contract. The rates are based on the local utility rates in Springfield, Oregon
