This is a presolicitation for: GAOA Maybeso Experimental Forest - 2 Cabins to be Replaced. PNW Research Station, Prince of Wales Island, Hollis, Alaska Disclosure of the Magnitude of Construction Project: Between $500,000 and $1.000,000 Technical POC: Robert Avila, Robert.avila@usda.gov This will be advertised as a 100% small business set-aside project. The FULL solicitation will be posted at or soon after March 21, 2024 Description of Work: SCOPE OF CONTRACT The Pacific Northwest Research Station (R-26) manages the Maybeso Experimental Forest (EF) Administrative Site located in Hollis Alaska (Prince of Wales Island). Two National GAOA projects, co-located in Hollis AK. The Two (2) Cabin Replacement at Hollis is situated on an Administrative US Forest Service site (Federal Property). Replacement of these cabins will continue to provide critical research on the effects of timber harvesting and forest regeneration. Single-story structure, with a semi-open ABA/ADA floor plan and ABA/ADA entry pathway compliant. The cabin’s foundation may be a monolithic stem-wall, slab on grade, a sealed cement block stem-wall or an insulated concrete form (ICFs) may also be used. Ideally using materials that will tolerate exposure to salt air, that are naturally resistant to harsh weather such as decay-resistant woods, or composite materials that are designed to withstand the coastal elements with little or no maintenance. Innovative structural materials (i.e., mass timber) or energy efficient interior materials for wall, floor and ceiling insulation as well as exterior finishes are encouraged. Exterior fiber cement siding (i.e., Hardi Board) or cedar lap siding is the preferred exterior covering. Both cabins must have a commercial grade stainless-steel kitchen/lab sink, designated refrigerator space, and two burner stoves. Outlets and countertop space for appliances (i.e., microwave, coffee maker, microscopes, and centrifuge). Tankless water heater or 30-gallon electric water heater, mini-split HVAC cabin heating/cooling system, single manual thermostat, or baseboard heating with individual manual thermostat control. Ceiling lights centrally located in the center of the ceiling, recessed lighting or strip lighting may also be used. The cabins may be site-built, modular, or a prefabricated structure built to Alaska State residential requirements. A prefabricated structure meaning; a building or subassembly that has been in whole or substantial part manufactured or assembled using closed construction at an off-site location to be wholly or partially assembled on-site. “Closed Construction” meaning a factory-assembled structure or component that encloses factory-installed structural, mechanical, electrical, plumbing or energy conservation equipment or material inside a floor, wall, or roof cavity which is not entirely open for visual inspection of the equipment or material at the site. Overview: Architectural & structural design (AK, Professional Engineer stamped) cabin as-built drawings per Bases of Design. Demolitions and removal/disposal of existing cabins, both (cabins) are approximately 600 ft2/each on wood/log purlin foundations. Disconnecting current utilities in preparation for new cabins. Construct a permanent cement foundation for both cabins, utilizing a moister/waterproof barrier within the structure footprint. Construct/assemble or hoist a modular 600 ft2 cabins onto the prepared foundations. Establish electrical, water and sewer connections (to existing utility connections), finalize and complete both cabins per Bases of Design (BOD). The contractor shall provide all management, supervision, labor, personnel, transportation, materials, equipment, and supplies, except as otherwise specified, necessary to provide construction services at the Hollis project site. All work shall be performed in accordance with this statement of work and requires compliance with all local, State & Federal laws and regulations.
