The Tongass National Forest had an urgent and compelling need to stabilize a bridge on Prince of Wales Island. Work included in-stream debris removal, along with bridge superstructure stabilization to include concrete pouring and utilization of a crane. Based upon the time of year, the immense amount of damage that would have occurred during the time necessary to seek competition, and the fact that a known vendor was available to do the work including using a vendor-owned crane asset as well as being compliant with current COVID restrictions and health mandates, the decision was made to award a single source contract to that vendor under FAR 13.106-1 and 13.106-3. The documented justification required by 13.501 is attached.
