This proposed solicitation is intended for construction work on the Wrangell Ranger District of the Tongass National Forest, involving reconstruction of the Anan Wildlife Observatory facilities. The work generally includes Phase 2 of the demolition and reconstruction of the Observatory. Base Item work includes: Demolition and removal of the existing lower observation deck and stair structures, including landings, posts and footings. Construction of new metal and fiber-reinforced polymer (FRP) two-level lower observation deck, including timber guardrails and concrete stem walls. Construction of new aluminum spiral staircase, including concrete footing. Other miscellaneous work. Option Item work includes design and construction of: A solar power system. A communication and video system for wildlife viewing. See attached document for additional information and artist rendering. The Government estimate is between $500,000 and $1,000,000, and the solicitation will be totally set-aside for small businesses under NAICS code 237990. Anticipated period of performance: 09/15/2023 through 12/31/2024, except on-site work is not allowed from 06/16/2024 through 09/14/24 (due to the high volume of permitted visitors to the site). Solicitation will be available for download from sam.gov no earlier than 05/11/2023 Note: prospective awardee shall be registered and active in the System for Award Management (SAM) data base when submitting a quote and shall continue to be registered until time of award, during performance, and through final payment of a contract resulting from this solicitation. Information on registration may be obtained via the internet at: http://www.sam.gov. All contractors and vendors must complete the electronic version of the Representations and Certifications in the SAM system. If at the time of receipt of quotes, a Contractor is not actively and successfully registered in the SAM database, the Contractor will not be considered for award.
