When the solicitation is posted, the response date will be adjusted to 05/08/2023. This project is for demolition of the existing and construction of a new El Capitan Cave Trailhead. Demolition and replacement of the El Capitan Cave entrance deck, and various repairs and improvements at the adjacent USFS Administrative Cabin site. The Work includes a Base Bid and three (3) Option Items: Base Bid (El Capitan Trailhead): Major Work items include the demolition and removal of existing trailhead facilities (toilet, guide shack, trailhead surfacing, and related facilities). Trailhead construction at a nearby new location includes gravel parking lot and driveway, aggregate trail, timber shelter and guide shack, signs, site furnishings, drainage improvements, installation of a vault toilet, and other miscellaneous work. Option 1 (Admin Cabin): Major Work items include the demolition and removal of the existing toilet at administrative cabin. Construction includes drainage improvements, installation of a vault toilet, structural improvements at the Admin Cabin, and other miscellaneous work. Option 2 (Cave Entrance Deck): Major Work items include the demolition of the existing timber deck, stairs, and structural elements at the cave entrance. Construction includes deck with structural elements, stairs and guardrails at cave entrance, and other miscellaneous work. Option 3 (Overflow Parking): Major Work items include the reconstruction of existing trailhead parking to provide an expanded gravel overflow parking lot, drainage improvements, and other miscellaneous work. Location and Facilities: Thorne Bay Ranger District, Tongass National Forest. El Capitan Recreation Area is located about 75 road miles north of Craig, Alaska on Prince of Wales Island at lat/long 56.16299, -133.32061. The site is typically accessed by road from Craig, Klawock, or Hollis, and includes long portions of gravel single lane road. Boat access is available via the adjacent USFS dock on site. Klawock and Craig are the nearest full-service communities. The site is in a remote location without utilities or potable water. Communication and cell phone service is not available on site or in the immediate vicinity. The selection process, and evaluation criteria to be addressed, will be outlined in the forthcoming solicitation. The solicitation will be available for download exclusively via https://www.sam.gov on or about 03/22/2023. Paper copies of the solicitation will not be issued. The Government intends to award without discussions, however, reserves the right to conduct discussions should it be deemed in the Government’s best interest. One Firm Fixed-Price (FFP) contract will be awarded. The contract period of performance will be 05/15/2023 – 11/30/2023. The magnitude of this construction project is between $1,000,000 and $5,000,000. All offerors will be required to provide a Bid Bond (20%) with their proposal submission. Performance and Payment Bonds (100% each) will be required of the successful awardee. Note: Per FAR 52.204-7(b)(1), System for Award Management (SAM), an Offeror is required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment for any contract resulting from this solicitation.
