The USDA Forest Service intends to issue a Request for Proposal (RFP) for the removal of damaged guardrail systems, installing guardrail sections and terminals, installation of bridge transition pieces, and all work related to the construction of reinforced concrete retrofits and curbs on existing bridges. The project location is within the McKenzie River Ranger District, Willamette National Forest (Lane County, Oregon). The selection process, and evaluation criteria to be addressed, will be outlined in the forthcoming solicitation. The Government intends to award without discussions, however reserves the right to conduct discussion should it be deemed in the Government's best interest. One Firm Fixed-Price (FFP) contract will be awarded. The contract period of performance will be 90 calendar days from the issuance of the Notice to Proceed, estimated for June 2021 with all work to be completed no later than 10/31/2021. The magnitude of this construction project is between $250,000 and $500,000. All offerors will be required to provide a Bid Bond (20%) with their proposal submission. Performance and Payment Bonds (100% each) will be required of the successful awardee. The solicitation will be available for download exclusively via https://beta.sam.gov on or about 03/25/2021. Paper copies of the solicitation will not be issued. Note: Per FAR 52.204-7(b)(1), System for Award Management (SAM), an Offeror is required to be registered in SAM when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment for any contract resulting from this solicitation. Information on registration may be obtained via: https://www.sam.gov. All Offerors must complete the electronic version of the Representations and Certifications in the SAM system. If at the time of receipt of offers, an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
