The Gifford Pinchot National Forest intends to acquire by contract the removal and disposal of existing composting/vault comfort stations, including designated site improvements, excavation and backfill, asphalt placement, and foundation preparation for new pre-cast concrete vault comfort stations. The pre-cast comfort stations will be provided and installed (placed) through another contract, but this contract will be responsible for the foundation preparation and backfilling of the comfort stations. The Contractor shall furnish all labor, equipment, transportation, supervision, supplies (except those designated as Government-furnished), incidentals, and perform all work necessary to conduct stand examinations in compliance with terms, specifications, conditions, and provisions of this solicitation. All project sites are located within the Gifford Pinchot National Forest. The project sites are located at the following recreational areas: Bear Meadows Interpretive Site (99 RD- Skamania County): 46*18’49”N 122*02’10”W Smith Creek Picnic Area (99 RD- Skamania County): 46*15’08”N 122*07’05” W Lewis River Horse Camp (93 RD- Skamania County): 46*11’07”N 121*51’10”W Iron Creek Campground (25 RD- Lewis County): 46*25’47”N 121*59’12”W Big Creek Campground (52 RD- Lewis County): 46*44’04”N 121*58’06”W Wakepish Sno-Park (25 RD- Skamania County): 46*19’30”N 121*58’31”W Soda Springs Campground (4510 RD- Lewis County): 46*42’11”N 121*28’51”W Windy Ridge Interpretive Site (99 RD- Skamania County): 46*15’01”N 122*08’13”W Norway Pass Trailhead (99 RD- Skamania County): 46*18’18”N 122*04’58”W This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 238910- Site Preparation Contractors. The corresponding size standard is $16.5 million. Offerors will be evaluated on technical capability (experience), past performance, capacity to accomplish work on time and price. The Contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. The Government total estimated value is between $250,000 and $500,000. All responsible sources may submit an offer which will be considered by the government. Prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award. A solicitation for this project will be posted to this website on or around March 25, 2021 with offers due around April 27, 2021. For all Base Items and initially awarded Optional Items, field work shall start June 1, 2021. The current toilets will need to be demolished and the new toilet foundations prepared by June 18, 2021. The new concrete toilets will be installed, through a separate contract on June 21, 2020. The remaining contract work for this contract will need to be accomplished no later than July 30, 2021
