This proposed solicitation is for work consisting of base items for the re-paving of an asphalt paved parking lot. This work may also include the construction of optional work items for another new asphalt paved parking lot and a new asphalt paved parking lot access roadway at the Lava Lands Visitor Center. Project work shall include: existing asphalt paved parking lot shall be surveyed to maintain existing layout for final flow lines, grades, restriping of parking stalls and location of the new wheelstops. Removal of the existing asphalt pavement and (existing) concrete wheelstops, minor grading and compaction of aggregate base material to maintain existing grades. If the government determines the existing aggregate base material is unsuitable for placement of new pavement, the optional items for roadway excavation, aggregate base and waste will be exercised; aggregate base waste material shall be hauled to the government supplied disposal site. Work also includes construction of new asphalt paving, parking stall striping, wheelstop installation, placement of directional arrows, placement of stop bars and other related work. The project is located on the Deschutes National Forest, Bend Oregon. Including all optional items, the Government’s estimated magnitude of this project is between $1,000,000 and $5,000,000. Contract performance shall be complete NLT 16 October 2021. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. NOTE: prospective awardee shall be registered and active in the System for Award Management (SAM) data base when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment of a contract resulting from this solicitation. Information on registration may be obtained via the internet at: http://www.sam.gov. All contractors and vendors must complete the electronic version of the Representations and Certifications in the SAM system. If at the time of receipt of offers, an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
