The current Umpqua NF SO has been in its exist... The USDA Forest Service intends to issue a Request for Proposal (RFP) for the construction of a new Umpqua National Forest (NF) Supervisor’s Office (SO). The current Umpqua NF SO has been in its existing leased location since 1985. The new office will be constructed and co-located at the Government-owned USDI Bureau of Land Management (BLM) Roseburg District compound at: 777 NW Garden Valley Blvd, Roseburg, Oregon. The intent is for construction of an approximately 14,500 square foot, two-story building addition (connected via a breezeway) to the BLM office building per the FS provided specifications and plans/drawings. The new structure will provide space for the following activities: modern office space for Umpqua NF SO employees; a small public conference room to be shared by all agencies at the facility; a dispatch center to be shared by BLM and Forest Service; office space for remote employees (e.g. hoteling and desk-sharing stations); conference rooms, meetings areas, employee break facilities, and restrooms to meet the needs of the building’s employees. The selection process, and evaluation criteria to be addressed, will be outlined in the forthcoming solicitation. The Government intends to award without discussions, however reserves the right to conduct discussion should it be deemed in the Government's best interest. One Firm Fixed-Price (FFP) contract will be awarded. The contract period of performance will be 18 – 24 months from the issuance of the Notice to Proceed (estimated for Spring/Summer 2021). The magnitude of this construction project is between $5,000,000 and $10,000,000. All offerors will be required to provide a Bid Bond (20%) with their proposal submission. Performance and Payment Bonds (100% each) will be required of the successful awardee. The solicitation will be available for download exclusively via https://beta.sam.gov on or about 01/25/2021. Paper copies of the solicitation will not be issued. Note: Offerors shall have and maintain an active registration in the System for Award Management (SAM) database to be eligible for a Government contract award. Information on registration may be obtained via: https://www.sam.gov. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
