The USDA Forest Service, Fremont Winema National Forest, intends to issue a Request for Quotes (RFQ) for the new construction of approximately 45,408 linear feet (8.6 miles) of 4 strand barbed wire fence within the Paisley Ranger District (distributed across five independent contract line items). The old damaged fence will need to be removed and disposed of before construction of new fence. The fence line Right of Way (ROW) corridor needs to be cleared by contractor before fence construction begins. Fence material will be provided by the contractor. The fence will be built to Forest Service specifications as outlined in the RFQ packet. The contractor will be responsible for transporting all the necessary material to the project site. The contractor will be responsible for disposing of all leftover pieces of metal, flagging, other construction debris and associated garbage. Up to five (5) Firm Fixed-Price (FFP) contracts will be awarded. The contract period of performance will not exceed May 28, 2021. The magnitude of this construction project is between $100,000 and $250,000. A Bid Bond (20%) will be required of Offerors whose total price offer exceeds $150,000. Payment Bond (100%) will be required of awardee(s) for awards between $35,000 and $150,000. Performance and Payment Bonds (100% each) will be required of awardee(s) for awards greater than $150,000. The solicitation will be available for download exclusively via https://beta.sam.gov on or about 02/11/2021. Paper copies of the solicitation will not be issued. Note: Offerors shall have and maintain an active registration in the System for Award Management (SAM) database to be eligible for a Government contract award. Information on registration may be obtained via: https://www.sam.gov. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
