The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. This procurement is set aside for Small Business. Updated through FAC 2022-04 effective January 30, 2022 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS code is 115310 and the Small Business Size Standard is $8.0. All offers must be submitted in accordance with the attached package. The USDA Forest Service, PSW Research Station Redding, California is seeking services for the remeasurement of the Blacks Mountain Ecological Research Project located on Lassen National Forest northwest of Poison Lake (north of highway 44) between Old Station and Susanville (attachment 1) in accordance with the attached statement of work. This involves the remeasurement of 254 nested fixed-area tree, snag, sapling and seedling plots (Table 2). The tree plots may contain up to 8 different species but generally will have less than four (4) per plot (attachment 2). The plots sum a total measured area of 50.8 acres, representing a total stand area of approximately 1270 acres. Work will commence no earlier than May 20, 2022 with a completion date of September 30, 2022. Contractors must submit proposed schedules of work and must also submit any subsequent changes to the schedule of work to the government for approval. Please read package in its entirety. The government is not required to consider any submissions that are late due to delay in delivery due to larger file sizes. Question: I see that you reposted the updated Lassen NF Tree Plot Measurements project. But I dont see a discussion of what was added to it or "revised". Can you please let us know what was changed? Answer: We added details on how PSW will do quality control, acceptable amounts of measurement error, etc. We also dropped mention of the Bogard barracks as a contractor lodging option, as unfortunately there's a lot of demand for them this year and we needed to finalize the summer schedule. Question: When are quotes due? Answer: 5/16/2022 11 am. Question: The proposal requirements request that a SF330 be submitted with the proposal in the technical submittal. I am not seeing an SF330 or any acknowledgements of the amendment (SF330). Should we plan on only submitting the certs/reps with the proposal? Answer: There is no SF330 vendors should submit reps and certs with proposals as well as a current UEI and an email acknowledging that they have read any and all modifications to the solicitation. Question: Should this proposal be emailed to you? I didn’t see a request for submittal in the solicitation. Answer: All proposals should be emailed to rochelle.infante@usda.gov
