This procurement is restricted to those approved companies eligible for call orders under the National Planning and National Environmental Policy Act (NEPA) Services Blanket Purchase Agreement (BPA) for DOI, BLM and USFS with agreement numbers 140L0618A0007 through 140L0618A0016. RFQ Number: 1240BD23Q0052 1090930-OWE_CWIPL-NEPA Prep Project Title: Chumstick to LP Restoration Project -- NEPA Call Order 1.0 Introduction The purpose of this solicitation is to secure professional services in forestry, hydrology, silviculture, soils, fire/fuels, wildlife biology, fisheries biology, heritage, recreation, scenery, transportation, logging systems, writing/editing, GIS applications, and other disciplines as necessary to prepare an environmental analysis in accordance with the National Environmental Policy Act (NEPA), Endangered Species Act (ESA) , and National Historic Preservation Act (NHPA) pertaining to vegetation, aquatic, and access management actions on the Wenatchee River Ranger District. 2.0 Background The purpose of the project is to prepare a NEPA environmental assessment document. Management actions within the Chumstick to LP Project area may include, but are not limited to, use of prescribed fire, commercial and non-commercial thinning of vegetation, changes to the existing road system (changes could range from replacement of undersized culverts to potential re-routing or decommissioning of roads or road segments). The USFS is the lead agency responsible for all decisions that pertain to NEPA, ESA, and the NHPA. 3.0 SCOPE OF SERVICES The Contractor's role will be to prepare environmental analyses and documentation that meets the standards set forth in the National Environmental Policy Act, 40 CFR §1500-1508, Forest Service regulations 36 CFR 220 and FS policy (identified in FSH 1909.15) and as indicated below. The Contractor shall furnish all labor, personnel, expertise, supervision, materials, supplies, tools, equipment, computers, transportation, travel, and incidentals to perform all work necessary for completion of the services and deliverables as described within this solicitation. Project Location: Multiple areas throughout the Pacific Northwest Region, Okanogan-Wenatchee National Forest, Wenatchee River Ranger District. Environmental Consulting Services $19.0 Delivery: The deliverables for this work will be provided to the ordering activity. This BPA is composed of both Large and Small Businesses, some with collective teaming agreements in place. There are currently 10 businesses that will receive this solicitation. The Call Order shall be issued via email to those companies listed on the BPA. Any changes to the Call Order RFQ shall also be emailed to those companies listed on the BPA.
