This is a combined synopsis/solicitation for commercial goods and commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number is 12405B24Q0560 and is issued as a request for quotation (RFQ). The NAICS code is 333111. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2022-06. The contractor will provide all labor and materials needed to refurbish 13 Isolator racks containing a total of 26 Isolators. The refurbishment must include the following: Pick up the isolators at their existing locations and move them off site. Remove and replace all door gaskets with new ¼” x ¾” closed cell material Modify HEPA filter housings to allow tools-free filter changes Install new USDA provided HEPA filters Install HEPA test ports Replace door latches with quick release clamps to match example unit Replace any worn or defective items. Examples include but are not limited to: ducts, piping, drinkers, gauges, fans, heaters, controls, hinges, castors, hardware, lights and wiring Update electrical wiring and control devices as needed to meet current safety requirements. Return the refurbished isolators to the site and install them in their new location. Units must pass smoke test, HEPA certification, and electrical insulation test No work area will be provided. The contractor will conduct all refurbishment activities off site. Previous poultry isolator work experience is required. The contractor will be required to adhere to the following biosafety requirements: BIOSAFETY. USNPRC is a high containment facility that requires signing of a no avian contact form. Access to certain areas requires changing into dedicated scrubs, specific Personal Protective Equipment (government provided), showering out of the facility, as well as training before entry is granted. Contractor will be escorted at all times in restricted areas. Equipment brought into the program space will need to be surface decontaminated before removal with a disinfectant not detrimental to the equipment. PHYSICAL SECURITY. Contractor will be required to follow all USDA physical security and safety rule/regulations. HOURS OF OPERATION. Normal Hours. Destination), technical and past performance are more important than price. Award will be made based on overall BEST VALUE to the Government. The government anticipates award of a firm fixed priced contract resulting from this solicitation to the responsible offeror whose offer conforms to the specifications that will be the most advantageous to the government in accordance with FAR 13.106-2.
