This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This solicitation document incorporates those provisions and clauses in e?ect through Federal Acquisition Circular 2025-02. The USDA, Agricultural Research Service requires Rental tanks and Gases per attached statement of work at the – Center for Medical, Agricultural and Veterinary Entomology (CMAVE), located at 1600 S.W. 23rd Drive, Gainesville, FL 32608 In accordance with the procedures in FAR Part 5 and 12, this Request for Quotes (RFQ), number 12405B25Q0094, is available through electronic commerce via the System for Award Management (SAM) at www.sam.gov. This RFQ is being issued under the North American Industry Classi?cation System (NAICS) Code 325120– Industrial Gas Manufacturing. To be considered for award, vendors must provide a quote on company letterhead (or similar markings, clearly identifying vendor name and address) with the subject solicitation number detailing the item description, unit price per item, total price, and valid for at least 60 days after receipt of quote. Vendors must provide pricing for each line item. Quotes must include pricing for each line item. Failure to provide all information may result in a quote being determined as non-responsive without discussion. All responsible sources who submit a timely and complete quote will be considered for award. The government anticipates award of a Firm Fixed Price contract. The resulting purchase order will include a 1 year base period and four (4) 1-year option periods; to be exercised at the Government's discretion. Line Item 0001 - Base Year Rental tanks and Gases, 7/28/2025 through 7/27/2026 Line Item 1001 - Option Year 1 Rental tanks and Gases, 7/28/2026 through 7/27/2027 Line Item 2001 - Option Year 2 Rental tanks and Gases, 7/28/2027 through 7/27/2028 Line Item 3001 - Option Year 3 Rental tanks and Gases, 7/28/2028 through 7/27/2029 Line Item 4001 - Option Year 4 Rental tanks and Gases, 7/28/2029 through 7/27/2030 The award shall be based on overall Best Value to the Government. Best Value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall bene?t in response to the requirement. All technical questions or questions regarding the Statement of Work must be submitted by email to melissa.santos@usda.gov. The ?nal day for question submission is Monday, July 7, 2025 12:00pm noon CST. The evaluation factors for this solicitation are as follows: Technical capabilities including delivery date, Past experience, and price. Award will be made to that o?eror whose quote is the most advantageous to the Government and demonstrates that (1) it meets the technical requirements of the solicitation and (2) the quotes technical/cost relationship represents the best value to the Government. Vendors are required to be active and registered in the System for Award Management at www.sam.gov when submitting a quote and at time of award. Payment will be made utilizing the Department of the Treasury Invoice Processing Platform at www.ipp.gov. SAM.gov and IPP.gov are FREE, o?cial websites of the United States government.
