This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 12405B24Q0493 and solicitation is issued as a Request for Quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2024-05. This RFQ is issued as a 100% Total Small Business Set-Aside. The associated North American Industry Classification System (NAICS) Code is 211130 - Natural Gas Extraction. The Small Business Size Standards in number of employees is 1,250. This requirement is Subject to Availability of Funds. Reference FAR clause 52.232-18. Availability of Funds (Apr 1984). The USDA, National Centers for Animal Health (NCAH), 1920 Dayton Ave, Ames, IA, 50010 location has a requirement for the following. Contractor must provide and deliver Liquid Propane to 19 Propane Tanks in 12 locations on campus to be performed in strict accordance as detailed in attached Statement of Work (SOW) and Quality Assurance Surveillance Plan (QASP). Period of Performance: 10/01/2024 - 09/30/2025. Contractor must be registered in System for Award Management, (SAM), prior to submitting a quotation. Quotation referencing solicitation number 12405B24Q0493 must be submitted electronically via email to monte.jordan@usda.gov by Friday, August 23, 2024, not later than 3:00 p.m. Central Time (CT). No late quotations will be accepted. Any quotations not meeting the minimum specifications and requirements outlined in the Statement of Work (SOW) will not be considered. In order to be considered for award, Offerors shall respond by submitting One (1) electronic copy as follows: Fully completed and signed SF1449 Offer Form original signature and date; acknowledgment of any Solicitation Amendments (if applicable); Include SAM UEI Number. Price Quotation. Pricing shall be submitted using the Schedule of Supplies/Services within the Offer Form (SF 1449); A Firm Fixed-Price quotation (on company letterhead) detailing technical specifications, item description, unit price per item, total price and delivery costs as well as any applicable duties, brokerage, or customs fees. Items delivered FOB Destination inclusive of all costs. Quotation must be valid for at least 60 days after receipt of quotation. Rejection of Quotation. Failure to demonstrate compliance will be cause to reject the quotation without further discussion. All responsible sources may submit an offer and will be considered. The Government anticipates award of a Indefinite Delivery Indefinite Quantity (IDIQ) contract. 52.212-2 Evaluation – Commercial Products and Commercial Services (Nov 2021). The basis for award is lowest price technically acceptable (LPTA). “LPTA” means the best value is expected to result from selection of the technically acceptable quotation with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Acceptability/Specifications and (2) Price (to include shipping) and must also have satisfactory Past Performance. Price shall be a per gallon price based on an estimated annual usage of up to 70,000 gallons. The lowest priced quote will first be evaluated for technical acceptability in accordance with the minimum specifications identified. If determined not technically acceptable, it will be removed from competition and the next lowest priced quote will be evaluated for technical acceptability. This will continue until the lowest price quote is determined technically acceptable. Once the lowest priced quote is determined technically acceptable, then a determination of responsibility will be completed. If found responsible, evaluations will be closed, and award will be made. Prospective contractors who have not completed electronic annual representations and certifications at http://www.sam.gov/ in conjunction with required registration in the System for Award Management (SAM) database, shall complete and submit FAR 52.212-3 Alternative 1 Offeror Representations and Certifications - Commercial Items and DFARS Representations and Certifications in SAM to be eligible to receive an award for this solicitation.
