BUILDING 14 (1) Contractor to demo and remove existing two sliding doors on south end of building, install insulated windstorm door with bottom sensing edge and operator. (2) Contractor to install new operator to existing rolling steel service door on west side of bldg. BUILDING 13 (1) Contractor to replace operator, replace damaged flat slats and bottom sensing edge to existing east facing rolling steel service door. (2) Contractor to install new operator and bottom sensing edge to north facing rolling steel service door. BUILDING 16 Contractor to install new operator and bottom sensing edge to south facing rolling steel service door. BUILDING 23 Contractor to install new operator and heavy-duty commercial photo eye to west facing rolling steel service door. Q2. Door Procurement: Have the doors already been purchased, or will your company be providing them as well? A2. No, contractor to procure and install all new materials and parts. Q3. Project Timeline: Is there a specific timeframe for when the new doors need to be installed? A3. 60 days from the award date. Q4. Work Schedule: Would our crew be permitted to work outside of regular business hours to minimize disruption? A4. Hours of operation are 7:00am to 5:00pm and no weekends. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6 and is being conducted in conjunction according to FAR Part 13, Simplified Acquisition Procedures as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 12405B24Q0231 and solicitation is issued as a Request for Quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2024-04. This RFQ is issued as a Total Small Business Set-Aside. The associated North American Industry Classification System (NAICS) Code is 238290 – Other Building Equipment Contractors. The Small Business Size Standard is $22.0 Million. Background A 20' by 40' section to the south end of Bldg. 14 was converted into a clean room for Pecan Nut processing. To reduce the contaminates entering this area an overhead door is needed to replace the double sliding doors. Additionally, the Byron, GA location recently went through a building inspection, and it was identified that many overhead door operators should be repaired or replaced. The USDA, ARS, SEA, Fruit and Tree Nut Research Laboratory, Byron, GA location has a requirement for the following which must be performed in strict accordance as detailed in attached Statement of Work (SOW): Building 14 (Secondary Storage Bldg.): Contractor must remove and dispose of double sliding doors south end and then install insulated windstorm door with bottom sensing edge and operator. Work must be performed in accordance with attached Statement of Work (SOW). Building 14 (cont.): Contractor must install new operator to existing rolling steel service door on north side of building. Work must be performed in accordance with attached Statement of Work (SOW). Building 13 (Primary Shop): Contractor to replace operator, replace damaged flat slats and bottom sensing edge to existing east facing rolling steel service door. Work must be performed in accordance with attached Statement of Work (SOW). Building 13 (cont.): Install new operator and bottom sensing edge to north facing rolling steel service door. Work must be performed in accordance with attached Statement of Work (SOW). Building 13 Note. Both service doors have a magnetic sensor for security purposes and must be reinstalled and in operation upon completion. Building 16 (Farm Center Shop): Contractor to install new operator and bottom sensing edge to south facing rolling steel service door. Work must be performed in accordance with attached Statement of Work (SOW). Building 16 Note. Service door has a magnetic sensor for security purposes and must be reinstalled and in operation upon completion. Building 23 (Post Harvest): Contractor to install new operator and heavy-duty commercial photo eye to west facing rolling steel service door. Site Visit. Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The purpose of a site visit is to observe first-hand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. Price Quotation. Pricing shall be submitted using the Schedule of Supplies/Services within the Offer Form (SF 1449); A Firm Fixed-Price quotation (on company letterhead) detailing item description, unit price per item, total price and delivery costs as well as any applicable duties, brokerage, or customs fees. All responsible sources may submit an offer, which if timely received, shall be considered. Quotation must be valid for at least 60 days after receipt of quotation. Items delivered FOB destination inclusive of all costs. Rejection of Quotation. Failure to demonstrate compliance will be cause to reject the quotation without further discussion. This solicitation is being issued pursuant to FAR Part 13.106 procedures. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the RFQ and Statement of Work (SOW) using Tradeoff Best Value to the Government in accordance with FAR 13.106-2(b)(3) considering three major areas: technical acceptance, past performance and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quotation represents the best value as a whole. The Government has the discretion to accept other than the lowest priced quotation that provides additional benefits.
