The USDA, ARS, SEA, U.S. National Poultry Research Center (USNPRC), Southeast Poultry Research Laboratory (SEPRL), Athens, GA location has a requirement for the following: Description. Contractor must be able to provide licensing and support for the Lasergene software, Lasergene Molecular Biology and Protein Renewal – Network – On Plan that is currently already installed and in use at the USDA, ARS, SEA, Southeast Poultry Research Laboratory (SEPRL), Athens, GA location. The software and licensing specifications must be identical to specifications listed below. Base year + 2 option years. Work must be in accordance with attached Specifications. Base Year License Term: 09/01/2024 to 08/31/2025. Quantity (13) Lasergene Molecular and Protein Renewal – Network – On Plan. DNASTAR Support & Upgrade Subscription. Contractor must be registered in System for Award Management, (SAM), prior to submitting a quotation. Registration is free and registration can be completed online at www.sam.gov/portal/public/SAM. Submission of Quotation. Quotation referencing solicitation number 12405B24Q0206 must be submitted electronically via email to monte.jordan@usda.gov by Monday, June 3, 2024, not later than 3:00 p.m. Central Time (CT). No late quotations will be accepted. In order to be considered for award, Offerors shall respond by submitting: Fully completed and signed SF1449 Offer page referencing solicitation number 12405B24Q0206; acknowledgment of any amendments (if applicable) Firm Fixed-Price quotation (on company letterhead) detailing item description, unit price per item, total price and delivery costs as well as any applicable duties, brokerage, or customs fees. This solicitation is being issued pursuant to FAR Part 13.106 procedures. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability, Past Performance and Price. Quotations will be evaluated by performing a comparative evaluation (comparing quotations to each other) to select the Offer that provides the Best Value to the Government, considering the evaluation factors in accordance with FAR 13.106-2(b)(3). The Government has the discretion to accept other than the lowest priced quotation that provides additional benefits. A market survey is being conducted to determine if there are adequate Small Business, SBA-certified HUBZone, SBA-certified 8(a), Women-Owned, or Service Disabled Veteran-Owned Small Business (SDVOSB) contractors available for a proposed project who meet the specific criteria outlined below. This is not a solicitation Announcement or Request for Proposal. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision.
