This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2024-01. The USDA, ARS, Delta Water Management Research Unit in Jonesboro, AR has the need for Gases and Cylinders for a period of performance of one year Base plus 4 Option Year Periods per attached Statement of Work. Destination; and (iii) past performance, technical and past performance are more important than price. Award will be made based on overall BEST VALUE to the Government. The government anticipates award of a firm fixed priced contract resulting from this solicitation to the responsible offeror whose offer conforms to the specifications that will be the most advantageous to the government in accordance with FAR 13.106-2. The USDA, ARS, SEA, Delta Water Management Research Unit, Jonesboro, AR location has a requirement for a Blanket Purchase Agreement (BPA) for supply and delivery of various cylinders gases, bulk CO2, N2O, CH4 and cylinder rentals from the company Airgas USA, LLC, and various parts including replacement valves, etc. Purpose and Objectives: See attached Statement of Work (SOW). Cylinders are the property of Airgas USA, LLC. This is not a request for proposals, but instead market research to determine capable vendors prior to issuing a solicitation. A determination by the Government on the method of competing this requirement has not been established.
